Panevėžys Regional Court in 2025: Fastest-Improving Case Processing Times and Consistently High Quality of Work

In its review of the 2025 performance results, the Panevėžys Regional Court reports a breakthrough in efficiency – emerging as the leader among the country's regional courts in reducing the duration of proceedings, while maintaining high-quality, well-rated public service.

In 2025, the Panevėžys Regional Court achieved exceptional productivity, with a disposition rate of 94.26% (the ratio of resolved to incoming cases). This indicator confirms the court's ability to manage its workload effectively, closing nearly as many cases as were newly filed within the year. This balance ensures that no backlogs accumulate and that legal processes run smoothly, with the vast majority of the case flow resolved within the current period.

Cases were processed a full month faster than projected. On average, cases were resolved within 102.43 days (compared to 108.23 days in 2024), significantly outperforming the 130-day limit set in the strategic plan. The average duration of proceedings decreased to 3.4 months – the best result among all Lithuanian regional courts.

The high level of expertise among judges and court staff is reflected in the stability indicators. A remarkable 97.57% of the court's decisions remained upheld by higher courts. Notably, 89.75% of all decisions were not appealed by the parties involved, signaling increasing satisfaction with the quality of justice administered.

Reflecting on these achievements, Donatas Jatužis, Chairman of the Panevėžys Regional Court, emphasized that these performance metrics are the result of consistent teamwork.

"We are firmly convinced that a healthy microclimate, built on mutual respect and support, is a direct catalyst for high performance. When every member of our community feels valued, functions are carried out with greater responsibility, ensuring professional and timely work. This directly correlates with the quality of service – visitor satisfaction at our court received an exceptionally high average rating of 4.90 points," the Chairman noted.

Last year, special attention was paid to improving the work environment and employee motivation. Six offices for judges and staff were renovated, and the cozy outdoor relaxation area for personnel was further enhanced. Additionally, the installation of facade lighting has not only improved security after dark but also serves as an aesthetic highlight in the center of Panevėžys.

Beyond its primary judicial functions, the Panevėžys Regional Court successfully carried out external oversight of district courts, completing three administrative inspections and providing recommendations for operational improvements.

While the current results are encouraging, the court is setting even higher standards for 2026, with further infrastructure development planned. Key upcoming projects include the installation of a multifunctional room adaptable for child interviews, mediation, and conferences. Improving accessibility for persons with disabilities remains a top priority to ensure modern standards of inclusion for all members of society.
